Probably wont help but theres an easy way of doing something like that within Microsoft Word,
just go to
INSERT > PICTURE > WORDART
then choose the curved word art. Once you have it typed you can stretch it and move it around very easily.
I can do this easily in Potatoshop, but not Paintshop -
You enter the text using the text button and then there is an effect you can apply and a slider depending on how much bend you need.
If you can’t suss it out, send on the image and text and I’ll do it for you.
Actually PSP does do curved text, I’ve used it in the past

It doesn’t matter what version of PSP you have, the principal is the same in all versions. AFAIK the ability to shape text has been there since ver 6.
At work but if memory serves
In a nutshell, Create your curve, select the text tool, move the cursor to the line of the curve, when the A appears click and enter the text you want to use.
There are other options aswell, like text below or above the line etc.etc.
But best thing is to playaround first and check your result
