Looking for some advice is this ok for the money?

Is it worth the money… erm… not if you want to play IL2 online ( and i know you do )( or is this a christmass gift, if so, ignore all below, its an ok basic system with no Operating system with scope for future upgrades )
main problems with it are:
celeron e3200 ( 1mb cache 2.4ghz ) and onboard graphics.
If you want i can have a look at the pricelists on the local shops and see what we can come up with for £200.Would mean you going to the shop, picking the bits up and taking a drive to Lanark to get it built.
Using bits from the old PC ( IE: case, hardisk and optical drives ) would allow more to be spent on the parts that actually affect performance.
As a rough guide, my recent build was:
Intel Pentium Dual core e5300 £49
Gigabyte GA-31M-ES2L mATX motherboard ( V1.1* ) £33
2GB GEIL BD ram £30
If funds allow, adding something like a geforce 9600GT would keep the price below £200.I wont recommend an ATI card as currently i have no idea what their model numbers relate to as far as performance is concerned and as such, its something best left to someone who knows.
Sporran
For what? Surfing, and writing in Word etc, probably/perhaps.
For gaming, NO WAY! It’s a 2,4GHz Celeron, calling it 4,8GHz is pure bullshit. Built in graphics is ok for 2D, no way for 3D unless you like slideshows.

Take a look at this post by Sporran, much better start, combined with a decent graphics card, a HD + DVD-burner, and a good case, you might end up a bit over what they want for the ebay thingy (perhaps double it depending on what you go for), but you will be much, much better off.
Edit: Sporran was a bit faster.
As for graphics, a ATI 4770 will give slightly higher 3DMark points, for the same money (in Sweden), not sure how they compare for IL-2, but I don’t think there will be a big difference either way.
Oh, and for building yourself, it’s really not that hard, unless your thumb is in the center of your hand. If you have changed graphics card before, or put in a new HD, you can probably figure it out. No fancy tools needed either, a couple of screwdrivers should be enough.
As Mikke says, self building is not that hard, use electrostatic precautions ( an earthed wrist strap and forgo wearing that really snazzy bri-nylon jogging suit ), Dont force anything, follow the instructions that come with the components and spend a little time thinking about it.
If you ever built a model aicraft ( airfix style ) then managing this should be fine. However, if you have problems, or wish a little supervision/help, feel free to give me a shout.
Once you do a self build, the chances of buying another off the shelf machine are not very high.

Right Sporran if you can guarantee my safety in your neck of the woods:D I would be more than happy to pop over with the gear just tell me what I need will my old case and drive be ok? or better starting from scratch?
I seem to recall that those machines had quite nice cases Redundant, had my system in one for a while.
Just to be sure though, could you take a photo of the case and let me have a look, one of the case front and one of the left hand side with the case side removed.
Also, could you check which operating system licence sticker is on the box. Just so I can ensure having suitable install media at hand. I have a spare PSU we can use if your current is weak.
Also, when do you want to do the build, i ask as you can save some money by ordering the parts online, but then you need to wait for delivery, which adds to the time involved. Buying locally ( Glasgow ) adds a little cost to each component, just let me know your preference and i will knock up a list of parts for you.
I guess as part of the build, we could also sort you out with the various Mods we fly with, save you downloading them.

These lists not a final recommendation, and not exactly the same, ( ebuyer list has 512mb ram video card, pless one has 1gb ). I am sure Joe uses a 9600GT so perhaps he would be able to advise on whether to go for the 1GB or 512mb card.
I have the 1GB model, works really well and very happy with the smooth fps on my setup.
try to buy it form near home seller, if you have some problem like me you can break his OOs

Replaced the psu earlier this year but its only 450w is that going to be enough?
Might be Redundant, depends on brand really. These systems dont really draw a great deal of power.
